ANNUAL REPORT 2024 CITY OF  ANNUAL REPORT 2024 CITY OF EUREKA, MISSOURI TAX INCREMENT FINANCING COMMISSION SOUTH I-44 REDEVELOPMENT PROJECT – 2005 The City of Eureka Tax Increment Financing Commission (“TIF Commission”) was formed in 1992 by the City of Eureka. One of the plans created by the TIF Commission was a redevelopment plan for the City of Eureka’s South I-44 Redevelopment Project Area. That plan and blight analysis, the South I-44 Redevelopment Plan, was adopted by the Board of Aldermen of the City of Eureka on August 16, 2005. Following is general information about the project and activity which took place during the 2023 reporting period of September 1, 2023 to August 31, 2024. 1. During the 2024 reporting period there were Payments in Lieu of Taxes (PILOTS) received in the amount of $1,305,293. Economic Activity Taxes (EATS) were received in the amount of $12,368. Interest and PILOTS Surplus Refund received totaled $24,973. Expenditures of $1,314,964 were made. 2. A $5,000,000 TIF Note at 4.25% closed on March 13, 2009, and is due by August 15, 2028 (the “$5M TIF Note”). Interest and principal payments on the $5M TIF Note and interest payments on the $2,500,000 Series 2006A TIF Note total $882,250 and are included in this period’s expenditures. 3. There is currently no bonded indebtedness. Tax increment revenue notes, which have been assigned by CV Eureka, LLC, are outstanding in the amount of $3,272,355. BID NOTICE Sealed bids for  BID NOTICE Sealed bids for 2025 Subdivision PCC Panel Replacement – PW25SUBPCCREP will be received at the office of the Department of the County Clerk, Jefferson County Administration Center, 729 Maple Street, Hillsboro, Missouri until 2:00 o’clock P.M. CST on December 17th, 2024, and at that time will be publicly opened and read. All bids shall be submitted in triplicate in an opaque sealed envelope, marked with the Project title, name and address of the Bidder, and accompanied by the other required documents. Bids submitted electronically will be rejected. Late Bids will not be accepted and will be returned to the sender, unopened. The proposed work includes: Removal and replacement of failed concrete panels in subdivisions within the Jefferson County area. The project includes, but is not limited to, the following construction activities: removal of existing concrete panels and poor subgrade material, placement of Type 5 aggregate for base, furnishing and placing new concrete, crack/joint sealing at newly installed panels, and setting up traffic control devices to handle vehicle traffic and parking within and around the construction work zone. Work shall be in accordance with the provided Specifications, Job Special Provisions, and Plans. Where not specifically covered by the Specifications, or Job Special Provisions or Plans, the Contractor shall adhere to the currently effective 2024 Edition of the “Missouri Standard Specifications for Highway Construction,” and the currently effective “MoDOT Standard Plans for Highway Construction.” All work must be complete by December 1st, 2025. Plans and specifications for this project will be available, at no cost, downloadable files from the Jefferson County website (https://www.jeffcomo.org/bids.aspx), beginning Thursday, November 21st, 2024.
